Board of Directors
The 5-person Madison Utilities Board of Directors provides policy direction, financial oversight, and strategic governance for the utility. Members are appointed by the Madison City Council and serve staggered six-year terms, ensuring consistency and accountability in decision-making. Together, they ensure accountability, fiscal stewardship, and long-term planning that supports the city’s continued growth. The General Manager serves as Secretary to the Board.

Executive Leadership
The Madison Utilities management team oversees daily operations in water production, wastewater treatment, finance, customer service, engineering, and administration. Their experience and leadership maintain the utility’s commitment to safety, reliability, and efficiency.

David Moore
Water Manager
David Moore is currently a Water Manager with more than 30 years of experience in water and wastewater operations. Beginning his career in 1992 flushing fire hydrants, he advanced through roles as a water and wastewater treatment operator and Chief Wastewater Operator, gaining a comprehensive, ground-up understanding of utility operations.
David holds ADEM Grade IV certifications in both Water and Wastewater and oversees water treatment operations, regulatory compliance, and system reliability. He earned a Bachelor of Science in Public Safety and Health Administration from Athens State University and taught the Water and Wastewater Management Program at Northwest Shoals Community College for over 20 years.

Mark Bland is the Wastewater Manager at Madison Utilities, bringing over 32 years of dedicated service to the organization. Beginning his career at the ground level and working his way up through the ranks, Mark’s journey reflects his perseverance, deep institutional knowledge, and unwavering commitment to public service.
As both the Wastewater Manager and a certified ADEM Grade IV operator, Mark oversees all aspects of wastewater system operations — from regulatory compliance and plant performance to long-range infrastructure planning. His leadership ensures that Madison Utilities continues to meet the demands of a growing community while upholding the highest standards of environmental stewardship and system reliability.
With decades of hands-on experience and progressive responsibility, Mark is a respected voice in utility operations. He brings a grounded, real-world perspective to conversations around sustainable infrastructure, workforce development, and the evolving challenges facing today’s utility systems.
